The development plan of local manufacturing sector published by the Bank of Korea is just a press release relying on subjective judgements by the heads of local governments lacking in objectivity. The purpose of this thesis lies in presenting key determinants for enhancing labor productivity in the manufacturing sector by region and proposing a more effective policy for increasing productivity. The analysis result of this thesis shows that both capital intensification and industry specialization index have a positive (+) effect on productivity increase in the region with high labor productivity compared to the region with low labor productivity. It also suggests that in terms of investment in research and development, if investment is made for a long term, the region with low labor productivity in the manufacturing sector can develop into high labor productivity. As for the group with the lowest labor productivity in the manufacturing sector, priority should be given to investment in research and development. The group with the 2nd lowest labor productivity should focus on implementing the policy of raising industry specialization index and the group with the 2nd highest labor productivity needs to place priority on implementing a policy of increasing human capital integration. The plan for enhancing labor productivity in the manufacturing sector by region which this thesis proposes has difficulty in that it requires the government to push for it with strong will and has to secure budget approved from the assembly. If the government establishes a task force which promotes development of the manufacturing industry by region in the Job Committee under the president, has experts review and promote industries suited to the regional characteristics, and injects an adequate amount of investment into the region verified for its relevance, this is expected to contribute a lot to increasing labor productivity in the local manufacturing sector.
