The purpose of this research is to examine the suitability and the validity of the stance on and the management plan for child-care center’s all day programs of specialization and kindergarten’s extracurricular activities which the Ministries related to the current Korean early childhood educational institutions suggest, and to seek the plan for extracurricular activities which are suitable for infancy development. We drew the conclusion through the documentary study as follows; first, extracurricular activities are gradually carried out in Korean early childhood educational institutions because they are assessed to have positive effects on child development. However, it makes an error that the education is determined by adult, not the main agent of education, infants. Second, the relevant Ministries of the educational institutions recently arrange and promote the related systems for the high-quality extracurricular activities. Also they emphasize to run kindergarten curriculum and childcare curriculum by priority with parents’ agreement in the afternoon session. Especially, the Ministry of Education, Science and Technology (MEST) develops and disseminates all day programs of specialization. Also, MEST introduces recommendation system for the autonomic operation of kindergartens, but restricts the contents of the specialized programs. On the other hand, as for child-care centers, MEST regulates their operation plan, not their contents of the specialized programs. Third, the recent controversy about extracurricular activities is due to the incongruity between the current state of early childhood educational institutions and the government’s policy. Clearly, it needs to understand and approach extracurricular activities accurately. The policy and plans that keep up extracurricular activities at the chalkface are neither proper nor reasonable in the aspects of infancy development and education. So, it should straighten out all things to become rational. Finally, infancy extracurricular activities are thoroughly considered in the aspects of development and education, including a teaching approach.
