In 2005 Gyeongju-si was designated as radioactive waste sites, the KHNP (Korea Hydro & Nuclear Power) has invested 120 billion won to built HICO (Hwabaek International Convention Center) as part of the radioactive waste to attract local support. The HICO was finally opened on March 2, 2015. The perceptions and expectations of local residents on HICO could be different from other tourist facilities or convention centers since attracting radioactive waste to Gyeongju has brought a lot of controversy among local residents. The purpose of this study was to determine the expected effects of establishment of HICO on local community and their quality of life. In order to accomplish the purpose of the study, a total of 331 survey questionnaires was analyzed using SPSS 18.0 statistics package. Main findings of this study are as follows: First, there is no effect of the establishment of HICO on local residents`` attachment to hometown. Second, positive economic impacts and socio-cultural impacts have influences on self-development of local residents. Third, both positive and negative economic impacts have influences on the local community development. Fourth. the positive economic impact has an influence on the quality of life of local residents. Finally, both the self-development of local residents and the local community development have influences on the quality of life of local residents. This study was carried out, hoping the HICO is to establish in a way that could be consistent with the expectations of local residents.
