While general rural population decreased by 55.4% between 1990 and 2000, those of rural elderly aged 65 and over had doubled. In addition, rural enviornments are getting older, as significant out-immigration of younger and middle-aged adults occurs. Compared to their urban counterparts, rural elders experience siginificant threats to their economic, physical, and psychological well-being. The majority of rural elders are women and recommended that particular attention be paid to their situation, such as women`s longer life expectancy, their economic situation and special health needs. Also, the lack of younger family caregivers, geographic isolation, and unavailability and inaccessibility of health care resources in rural communities may exert negative effects on psychological well-being of rural female elderly. The proportion of widowed older women is many times greater than for older men. The disadvantaged status of rural elderly women reside in institutions, the structure of family and caregiver roles, the job market, and social policies. Social welfare policies are designed to improve the economic security and health and social services for older women. Also an leisuer programd and daycare program focusing community activieis are proposed. Although Korean government has enacted the Welfare Act for Older Persons in 1981 and has implemented various policies to provide benefits to the elderly, not much attention has been paid to the gender differences and particular needs of older women. It is necessary to pay attention to the particular characteristics and needs of rural female elderly, and it is needed to converge aging policy and gender policy.
