In spite of rapid growth of older population in Korea, service policies and politics have not met the need of the society. In order to settle primary direction of service policies, I think that philosophical approach to the elderly is very significant. I would divide life into three stages. In the first ‘learning stage,’ younger people learn and broaden their knowledge. After school, people work in the second stage. After retirement, in the third stage, people live as a existential being and try to live in concordance and acceptance, while we struggle and compete one another through the first and second stages. Older people has not only wisdom gotten through experiences and knowledge but also time to restart the third stage of their life. In this respect, the direction of aging policies should not be stressed on merely caregiving and protection; significance of education and culture should not be neglected Mcklusky(1982) states the function of education of older people as 5 needs of coping to problems, emotional expression, volunteer, social movement, and religious attitude to dying. Social programs are required to provide life-long education for older persons. Direction of service policies should be based on humanism. Humanism must elevate quality of life and spirit of older people. ‘Normalization’ of the west and the study of QOL (Quality Of Life) in apan also convey the quality of life for older people. Sweden considers quality of life, potentials and satisfaction of individuals in home-based service policies.
