The purpose of this study is to create a concept of how to construct mobilization reserve’s distributed learning system and to provide ways of its development. Thus, I analyzed DMIS(Defense Mobilization Information System) that is currently operating and presented ways of the education for upcoming future. The key points of this paper are as follows; DMIS can't use the learning system in order to meet capabilities needed for Korean RMA. To conduct it through the multimedia, including Intranet, Internet, IPTV and KFN, MND will have to construct four types of LMS; Instructor-LMS, Student-LMS, Management-LMS, Planner-LMS. It also will have to radically enhance DMIS’s capabilities, and carefully consider what an integrated exclusive or ganization is established and its efficiency and effectiveness in terms of the distributed learning, determining each location of LMSs according to grouping members by regions. In addition, the contents must be based on the Data(Contents)-Standardization Project, which is leaded by MND, to re-use them. It has to develop a Data-Exchange-System and its security system in order to protect and utilize various media and is compatible with each media. To build these systems, We need to comprehend the bases of the systems, create concepts, organize the distributed learning services-group, develop contents, and improve operating methods. Finally, All projects should proceed based on ROC process, which is the way of HI-LOW.
