This study dealt with 1920-30`s worker sport movement in Europe as philosophical backgrounds of sport for all movement. Two main theme were discussed as the characteristics of the 1920-30`s worker sport movement in Europe; one was `sport for all` and the other `participation` rather than `competition`. The ideal for `sport for all` enabled the majority including workers, peasants, women and color of people to involve in sport through their sport organizations. The ideal for `participation rather than `competition made a contribution to building solidarity and togetherness among workers beyond nationality. These two mottos, initiated from `the bottom in social hierarchy`, were concretely expressed as `anti-bourgeoisie`, `anti-commercialism`, `anti-elitism`, and `anti-discrimination based upon skin color` and developed with the socialist labor movement. But worker sports were largely considered as the instrument for class struggle against the bourgeois; worker sports played an important role in building workers` solidarity and class consciousness. Sport itself was not the end for participating individuals but only the means for participating class; the individual enjoyment and satisfaction through sport participation were secondary but the class collective interests were primary concerns. Finally this study argues that the positive sides of worker sport movement, `sport for all` and `participation-oriented`, need to be revived and maintained with the critical review of current sport for all movement which has been deteriorated into `elite sport model`.
