South Korea-China relations in 1980’s had developed with the exchanges in the nonstate sector such as business and sports which were promoted by the new international environment based on China’s Open Door Policy and the establishment of diplomatic relations between U.S. and China in 1979. The non-state actors like business and sports was very valuable diplomatic resources and played the significant roles in Korea’s China Policy in 1980’s when two nations had no diplomatic relations and China was still very cautious about the friendships with North Korea. With these two hindrancesno diplomatic relations and North Korea, Korea’s open door diplomacy toward China since the president Park Jeong-Hee’s ‘6.23 declaration’ in 1973 had much relied on the non-state exchanges for executing diplomatic strategy toward China.
The purpose of this study is analyzing the active interactions and cooperations between state and non-state diplomacy in Korea’s China diplomacy of 1980’s with reviewing the massive diplomatic documents from 1980 through 1986 which are open to the public. The first finding in analyzing these diplomatic documents is that the beginning of the South Kore-China relations was developed by the non-state relations like business and sports. The second is that there was the state actor’s active role and engagements behind the expanding the non-state relations between South Korea and China, who had diplomatic strategy toward China to use those non-state relations as the diplomatic resources. The third is that there were a lot of active interactions and cooperations between state and non-state actors behind the development of South Korea and China relations in 1980’s which is led to the establishment of diplomatic relationship of twos in 1992. Finally this study finds some policy implications for current South Korea’s diplomacy toward China and suggests a few proposals for strengthening the diplomatic capacity.
