The current Korean (central) government has raised the employment creation problem as one of major issues of the government. Furthermore, the central government has asked local governments to follow its policy without taking into considerations whether it is desirable to divide the supportive role of government for employment creation between central and local government, and which kind of intergovernmental fiscal relations should correspond with the division of the government`s role. Under these circumstances, this study investigates the current situation of intergovernmental fiscal relations, focusing on the role of this government in supporting local employment creation since it took power. For this purpose, this study previously reviews critically the conventional fiscal federalism and checks the possibility of whether local government can take charge of the supportive role for local employment creation. Based on such theoretical argument, this essay tries to find some political implications, analysing the current situation of the division of the government`s supportive role for local employment creation between central and local government, and figuring out whether this change of sharing governmental role is accompanied by reconsideration of the due framework of intergovernmental fiscal relations.
