This study is intended to figure out the problems related to the local fiscal coordination system in Korea. Major policy recommendation suggested by this study are mostly related to making a new framework for the local fiscal coordination and to strengthen the functions of the fiscal coordination in order to mitigate the fiscal imbalance among local governments. To satisfy these research purposes. the followings are conducted. First of all, various theories and methods of local fiscal coordination has been surveyed. Secondly, this study analvsed the local fiscal coordination system in Korea, Japan. Germany. Finally, this study suggested general policy implications for mitigating or eliminating local fiscal imbalance and for an improvement of the Collection Grants system. In order to mitigate or eliminate the fiscal imbalance among local governments. it needs to be coodinated fiscal imbalance existing among city & county by Provincial gov`t.
