The objective of this study is to evaluate fiscal capacity of local governments in kyonggi province and to find out social-economic variables affecting it.
The ratio of self-reliance, compute as a proportion of indendent revenue to total revenue, is one of the most important indicators representing the financial condition of regional and urban goverments. In spite of its importance, however, the ratio of self-reliance does not reflect aspects of local fiscal capacity.
So, in this study local capacity means local fiscal healthiness defined in terms of fiscal size, flexibility in fiscal structure, and independence in fiscal management. The problem in constructing a comprehensive index is how much weight should be assigned to each relative index in summing up individual index’s value. This study tackles the problem by using factor score. Factor analysis extracts weights named factor score coefficients through correlation analysis for each indexes. Measuring fiscal capacity, a multivariate regression method was used to find out which variables affecting fiscal disparities between local governments in kyonggi province.
