There is a nascent string of literature that argues that the quest for relational security explains international relations and foreign policy better than other IR propositions. Based upon Chinese Confucianism, its advocates propose the balance of relationships (BoR) theory as a new international relations theory. This paper engages the literature on relational IR by pertaining specifically to the differences in focus and research agendas between relational IR and BoR. The paper first aims to transcend the West vs. East dichotomy through a discussion of the shared attention to the phenomenon of self-restraint in both traditions. In addition, the paper juxtaposes the two research agendas and claims that they are each embedded in a particular notion of relation. The paper will show that the main difference between relational IR and BoR is that the former exhibits an ontological sensibility whereas the latter is primarily concerned with epistemology.
