This essay examines the plans and initiates for gender equality in an international film industry, while revealing gender inequality in Korean film industry and finding some persuasive reasons to introduce the film policy for gender equality into Korea. Those film institutes to announce the goals toward gender equality in film industry have collected and analyzed data from a gender-perspective as a primary work and continually and persistently monitored the progress and changes. Including Swedish Film Institute which made a successful result by achieving 50:50 parity in a support of public funding in 2014, other film institutes such as BFI and Screen Australia aim for the 50:50 target till the given year. The radical initiates take a more universal concept such as cultural citizenship or cultural democracy and call an overall change, far from a quota system which allocates some given and limited money from the public funding to a group of minority. An introduction of the plans toward gender equality in film industry in Korea will also help us with resolving the problems of under-representation and stale creativity.
