The purpose of this research is to analyze the theory of social capital of the Woolcock(1998) which suppose to solve the various problems of developing countries. This research analyzed the Saemaul development policy based on the integration and linkage as micro level, integrity and synergy effects as macro level. Top-down and bottom-up implementation approach is also examined in terms of macro and micro level of social capital. Based on the analyzing results from the Saemaul development policy, some suggestions are offered.
The conclusion of this research suggests to secure the autonomy based on the coherence and consistency of public policy by guarantee an internal integrity of the government. Securing of synergy effects is also important by networking the internal and external organizations, civil groups and various government agencies. If the situations of developing countries similar to S. Korea in the 1970"s, many developing countries need to secure the synergy effects and coherence of government policy at the macro level first. And same time, it is crucial to seek for empowering the sense of community in the micro level, it is also important to give opportunity liking village to village to build capacity of villagers. Enforcement of social capital in micro level will make easy to participate villagers and is an essential part of sustainable development. Empowering social capital in macro and micro level will make easy to mitigate hardness of many developing countries and increase the effectiveness of program of the international development cooperation.
