The EU has, implemented a policy aimed at digitalizing its economy during the deepening and enlargement of the regional integration. According to this process, the solution to the digital divide between member states and local areas has a potent effect on the application of the system of digital economy and the formation of European economic citizenship and identity. The EU has adopted an eEurope strategy in order to resolve the problems of digital divide and to facilitate the transformation into a digital economy. This strategy includes eLearning, eBusiness and the application of network as principal action plans. Europe`s information strategy aims at promoting a digital welfare state, strengthening socio-economic unity, and cultivating European citizen consciousness within the European Union by fostering shared values through digital network suitable to a digital era. Another important aspect related with the process of digitalization is the exploration and promotion of a European citizen consciousness that transcends a geographical concept directed to conserve each nation`s traditional culture and national identity. In this paper, we would like to recognize the digital divide as a problem that hinders the switching over to a digital economy rather than making an analysis based on theoretical debates about the theme of digital divide. As a search for a solution to this problem, we analyze the effects of digitalization on the formation of a European common identity and European citizenship by the program of the solution to the digital divide and practical object at the EU level.
