The Europeans at, least have developed the laws and institutions, during half a century. They have developed a common security model and their CSCE/ OSCE approach to multilateralism is contributing to the management of military threats and security challenges in Europe. The effectiveness of any conflict management strategy is how to move smoothly and expeditiously from early warning to early action. Sometimes, the process of the consensus of the OSCE decisions requires patience and effort to remove objections and to persuade all the concerned states not to block the decision. It often slows down the decision-making process, but it is essential in order to secure political support for the action from all the participating states. That is why, as far as general policies and guidelines are concerned on the CSCE/OSCE approach, the energy spent on building consensus is an investment which pays off well. In this sense, we can find in the CSCE/ OSCE the merit of multilateral security regime for the prevention of conflict in a region. The end of the Cold War in Europe has undoubtedly influenced the security environment in the Asia-Pacific Region and especially in Northeast Asia. Today, it is not difficult to recognize a growing sense that regional security cooperation has received serious attention among scholars and leaders of the various states in the region. The fall of the Soviet Union, doubts about the future role of the United States, concern about a potential future conflict with the emerging powers of China and Japan and the threat of the long ranged-missiles of North Korea, combines with reasons to find the means for consultations on regional political and security issues in Northeast Asia. Despite these uncertainties and many obstacles in developing regional multilateral and cooperative security regimes, enforcing the study on the OSCE as multilateral security regime, we need to our efforts to build mutual trust in security by developing ARF, CSCAP, NEACD and NEASED in this region.
