With the creation of the single European market and the launch of Euro, trade policy-making at the EU level has become more important than ever. As a result, Korean Firms have tried to recognize the benefits of participating in European level trade policy-making. It reflects the growing realization among Korean firms of the impact of the EU trade policy-making upon their interests. As an important strategy to develop a more stable trade relationship with the European Union, Korean firms need to adopt multi-level lobbying strategies. In general, interest representation at the European level is conditioned by the unique multi-level character of EU decision-making and policy processes. Lobbying in the EU trade policy-making therefore involves a number of channels of influence in the EU as follows. For the Korean firms seeking access to the European market, the initial point of access to the EU trade policy-making is via the Korean government. Secondly, indirect influence on the EU policy-making is also possible by lobbying the EU member states. Thirdly, Euro-lobbying can be carried out by using professional organizations, such as lobbying consultancy firms. Fourth, direct pressure on the EU trade policy-making can be possible by opening representative bureau in Brussels. Finally, lobbying activities can also be carried out through cross-sectoral groups or national business associations of Korean industries. Among the lobbying strategies as suggested above, Korean firms tend to use brussels-based lobbying consultancy firms, rather than opening representative bureaux in Brussels. It is true that commercial lobbyists, who are working for the consultancy firms, are usually well-established individuals with invaluable contacts and inside knowledge of the working of the EU. Nevertheless, it has to be recognized that other strategies, including a Brussels base, are also prerequisite for Korean firms seeking to exert greater influence on the EU trade policy-making.
