The russian privatization process is the fastest one in eastern Europe. In contrast, Russian economy has come to a crisis. This article attempts to find answers to the question, why the russian economy suffers difficulties despite of the successful privatization policy. Property rights reform is an integral component of the transition to a market economy of the former planned economies. Its main purpose, from an economic perspective, would be to improve the efficiency of resource allocation. Property rights reform is a necessary, but insufficient. The inefficiency of Soviet-type economies results also from their monopolized production structure, which makes soft budget constraints almost inevitable. Thus transferring assets from state into private ownership by itself may do little for efficiency if the enterprise remains a monopoly protected form serious competition. The feature specific to privatization in Russia is insider-privatization. This means transferring assets from state into collective ownership.
