In Mexico, the Ministry of Public Education is the Institution responsible for promoting education through courses at various levels that can meet the intellectual needs of children, adolescents, youth and adults, to enable them to acquire knowledge. The more knowledge, the more highly qualified human capital society will have, and with it, better opportunities for development in the present and in the future.
The second decade of the twenty-first century shows that in Mexico there are lags and needs that are not covered in education, therefore, the educational institution is characterized by the lack of an inclusive educational policy that allows working together with society and the business sector. So that highly trained human capital grows, favoring the social and economic environment.
The research analyzes the educational levels and advances in the education of the population of Mexico. It explains about the scope of educational policies implemented and the adjustments made by Mexican educational institutions, to establish rules and create consensus to promote the formation of highly qualified human capital.
