Spam calls are utilized not only for marketing but also for seriously illegal purposes such as voice phishing. Spam calls cause a lot of social costs directly and indirectly. As for even telemarketing interrupt continuity of attention and work and make people lose time and efficiency of works. And it brings a trend of mutual distrust in the society. This is another social cost. There are not many studies about social cost of spam calls in Korea and government policy has not been enough in timing, scope and strength until recently. In this study I would like to compare policy against spam calls between other developed countries and Korea. And social cost of spam calls will be estimated as long as the related data is available. The cost of spam calls are decreasing as the government began to provide regulation methods to reduce spam calls and some effective apps have been developed and smartphone users began to use them. But in case of ordinary line phones the situation is different. Still spam calls through office and business phone are giving a lot of nuisance and causing costs through interruption.
