This paper examines the fundamental foundation of immigration policy through a lens of the concept of hospitality. First af all, I analyze the impacts of globalization, which makes international migration mixed with other global phenomenon. I argue that globalization increases the complexity of international migration, and also expands the power of international human rights norms, which put restrictions on state’s capability in controlling immigration. I examines two areas of immigration policy such as immigration control and immigrants integration, and explore how the concept of hospitality as a theoretical tool has a utility of reflecting philosophical foundation of immigration policy. I claim that hospitality can suggest a possibility that we can overcome an endless debate between individual right and state sovereignty. Rights-based approach is built upon the assumption that the positions of state and individual, and the roles of host and guest are fixed. However, hospitality offers a new imagination that as guest transgress the threshold, state and individuals can be mutually changed, and benefited from international migration.
