The flow of woman’s movement in Indonesia likely becomes very dynamic due to the various social political contexts. It is confirmed by the change of the movement’s forms started from the beginning of Indonesia government (Old Order) until today (Reformism). Current issue initiated Indonesian woman’s movement is more about the issue of resource governance. They, although show diverse expressions, relatively own similar point about the constraint which should be negotiated as together. However, some of them also provide different achievements in which not all movement is reported as a successful story. Thus, it becomes very important to create such a guide in dealing with problems of resource governance, which is conceptually constructed as environmental justice. This paper depicts the map of what makes the initiation matters and how it would be applied. This project consists of two steps, namely, qualitative research and developing of instrumental justice itself. The research covers three community representatives such as Manggarai, Molo and Rembang. The stories of woman’s movement would be utilized as important reference to purposely capture the dynamics of the movement and show the diversity. The lesson process of this project is to offer alternative way in building woman capacity so that they may have more excellent ways of negotiation and advocacy.
