Sri Lanka experienced ethnic conflict for nearly 3 decades. Women in Sri Lanka are faced with dilemmas as to what happened to their loved ones including husbands, sons, brothers and close relatives. During and after the war people went missing in different forms. Women are faced with numerous challenges being the female heads and other types of victimhood. Women are faced with destitute both legally and socially. They are clogged in a wheel without being able to proceed due to lack of information as to what happened to their loved ones. Issues involved with inheritance and property transfers, issues involved with contractual obligations including a new marriage, issues involved in the repayment of debts are among the frustrating and burning issues faced by the women victims whose loved ones are gone missing. There are legal barriers to proceed with the property and contractual rights without a legal and valid document confirming that they are dead. State is not taking adequate commitment towards the concerns of these persons such as issuing death certificate confirming the death of the disappeared persons. Recently the government proposed to issue a Certificate of Absence to the people who are reported to have gone missing. When would the justice serve on these women?
