The aim of this study is to analyze an operation system of the SME (small and medium-sized enterprise) Development Fund of Gyeonggi-do and to suggest policies for achieving strategic goals of the Fund, enhancing its efficiency and effectiveness.
The SME Development Fund of Gyeonggi-do consists of working funds (700 billion won in 2016) and start-up & competitiveness funds (800 billion won in 2016), and its total outstanding loans were about 2.8 trillion won in the end of 2015, which were larger than those of any other metropolitan municipalities in Korea.
We find that the Fund has mainly been used to support small businesses and enterprises less than ten years old, but there has still been a possibility that start-ups and innovative SMEs are excluded from the Fund because of lack of collaterals and low credit ratings. Also, there are several debates about how to use the Fund to support SMEs and how to enhance effectiveness and efficiency of the Fund"s operation in line with its strategic goals.
We suggest key policies for the efficient operation of the SME Development Fund as follows;
• local governments must take money out to help in part the Fund"s financial support to SMEs located in their areas,
• the Fund must be operated counter-cyclically, that is, it needs to pursue deficit operation in a recession, but surplus operation in a boom,
• the policy authority must announce clear strategic goals of the Fund such as supporting new growth industry and job creation and the Fund must mostly be used for the goals, and
• new financial support programs for SMEs must be introduced such as hybrid financing instruments which combine both debt and equity into a single financing program.
