South Korea has enacted a law (No. 8362) in 2007, to promote entrepreneurship and policy and the treatment was carried out a wide range of support measures to establish the foundation for growth. Financial support by the small business investment companies and venture capital combination, and improve the tax system for the Angels.
Though South Korea has world-class volume of Venture Capital Investment, as a share of GDP, early stage venture investments are still short, and investments are concentrated in high technology area and Capital area.
However, even though the loyal support policies for entrepreneurship, entrepreneurial activity because this activity is not due to a problem in the institutional environment and social norms that affect entrepreneurship.
Investors are actively against the establishment in developed countries, when the founder is no greater burden that has failed, it is not heavy tax and income tax, too.
On the other hand, poor funding environment, and if the start-up fails and if a big risk, high liquidity of the labor market, entrepreneurship is not high in our country. This issue is a factor that can not be high incentives for entrepreneurship, entrepreneurship support policies of the government can not solve this problem.
In order to implement the future, vigorous entrepreneurial activity that can drive the economic growth, the country will be carried out with respect to any policy, should be carefully discussed and bold.

정부는 2007년 중소기업창업지원법(법률 제8362호)을 제정하여 중소기업의 창업촉진과 그 성장기반을 마련하고자 다양한 지원정책이나 대우조치를 강구해왔다. 중소기업창업투자회사 및 창업투자조합 등에 의한 금융지원, 엔젤 세제, 중소기업기술혁신제도에 따른 기술개발지원, 중소기업경영상담체제의 정비 등 중소기업창업 및 신흥기업의 경영을 지원하는 시책 등 제외국의 공적지원에 비하여 크게 뒤지지 않는 정책을 시행하고 있다.
창업지원정책이 충실함에도 불구하고 우리나라에서 창업활동이 활성화하지 못한 이유는, 창업활동을 지원하는 정책이 불충분해서라기보다는 종래의 창업지원접근방식으로는 개선할 수 없는 문제나 창업활동에 영향을 미치는 제도적 환경 및 사회통념 등의 존재가 있기 때문이라고 생각한다. 가령 창업활동이 활발한 선진국에서는 신규 진입하는 기업에 대한 투자가 활발하고, 창업자의 사업실패 후의 부담이 크지 않으며, 낮은 법인세율이나 소득세율 등 제도적 혹은 사회적인 특징이 있다.
창업활동의 활성화를 목표로 하는 경우 저리융자나 보조금, 경영상담, 시설제공 등의 지원형 정책에는 일정한 한계가 있다. 이러한 관점에서 우리나라의 창업활동을 둘러싼 환경의 문제점은, 자금조달환경의 미성숙, 창업자가 실패한 경우의 과대한 리스크부담, 유동성이 낮은 노동시장성, 낮은 수준의 창업가정신 등이라고 볼 수 있다. 이러한 문제점은 모두 창업의 인센티브를 저하시킬 수 있는 요인으로서, 종래의 창업지원정책으로는 근원적인 해결이 불가능하거나 거의 대응이 되고 있지 않고 있다.
우리나라가 저성장인구감소사회가 되어 가는 지금, 80년대까지의 고성장인구증가와 피라미드형 인구구성 등을 전제로 한 다양한 제도에 흔들림이 있는 것도 분명하다. 향후 경제성장으로 이어질만한 활발한 창업활동의 실현을 목표로 우리나라는 어떠한 정책방향을 택할 것인가에 관하여, 신중하고 대담한 논의를 통하여 대응책을 마련할 필요가 있다.
