This article is composed of three sections. The first section provides a brief historical overview of the educational reforms initiated by consecutive Korean governments from 1961 to 2001. It covers, in particular, the educational reform carried out by the first "civilian" democratic government in 1994. The second section focuses on the problems inherent in the overall governmental approach toward educational reform. Successive governments have attempted to improve the educational system from the business perspective of boosting educational productivity and efficiency. The business model of educational reform has diverted attention from addressing the problems of reform through analysis and change in concrete laws and policies that have the gr! eatest impact on improving the quality of education. Lastly, chapter three deals with the "economic analysis of law" approach to reform, which has influenced the process of trial & error associated with educational reform since the "civilian" democratic government of 1994.
