This study aims at exploring diversion programs of police toward juvenile delinquents in United Kingdom. The juvenile justice system in UK adopted a diversionary model in order to reduce the numbers of youth criminals being processed by depending a less formal system. The diversion model allowed police to use a wide range of cautionary disciplining procedure which is called “wanning system.”The fundamental concept of diversion is that police have discretion of issuing their warning ticket when they investigate juvenile delinquents. The diversion decision by police has numerous conditions in terms of diverting youth offenders away from formal measures such as charging them and arranging youth detention center.
Research in the UK has demonstrated that young offenders who were referred to formal criminal justice system are more likely to commit crime repeatedly within a short period of time than other young offenders. The diversion by police can prevent young offenders from committing crime as much as possible.
However, there were many implementation issues and key points to consider in developing successful diversion programs by police. This study will highlight history and process of police diversion acknowledging recent change and innovative approached of diversion model in UK. Further policy implication regarding diversion programs for young offenders and warning system by police will be discussed.
