The police work is inseparable from conflicts. Most 112 reports that is equivalent to the U.S. 911 reports start from conflicts between individuals. The police officers are destined to fairly execute law in the middle of a conflict among the many parties involved – offender, victim, witness and the press. Therefore, it is necessary for the police to be fully aware of conflicts and learn how to respond to them properly. Fist of all, I reviewed Conflict Resolution Techniques such as negotiation, mediation, arbitration and facilitation. Then I verified that facilitation is the most appropriate method in which the police can intervene with conflicts situation in Korea. Because the police do not have the neutrality among lots of parties of conflicts, the police cannot mediate any conflicts. However, if the conflicts are serious and violent, the police had better facilitate the conflict directly. For example, in the month leading up to the G20 Seoul Summit in 2010, members of a naval veterans group - UDT veterans - threatened to undertake violent protest to raise awareness of their demands for enhanced pensions. At that time, the Commisioner General of Police arranged for a meeting between the UDT veterans and the Minister of Defense to insure that the issue could be dealt with through bureaucratic channels rather than street protest. It was the most successful case of the facilitation. Then I examined the cases to apply conflicts resolution techniques to the police work such as the mobilization police in the U.S police, Civil Complaints Review Board in NYPD, Dialogue Police in Sweden and the Victim-Offender Mediation Program in Korean Prosecutors. As the studies related the conflict resolution are still new and fresh fields, especially in police work, I does not suggest the specific policies but explain the current position of Korean Police on the view of conflict resolution techniques. These techniques also seem to be one of the most primary new direction in police science.
