Restorative justice is a relatively new paradigm to underscore the need for victims' injuries to be repaired in the criminal justice or juvenile justice systems. From a restorative point of view, juvenile offenders have to take restorative accountability for their offences, and it is also required of them to take action in order to repair the damage which they have incurred. Through these processes they can find the opportunities for personal growth that may reduce the likelihood of repeating delinquencies and/or offences. Therefore, the restorative justice principles are also consistent with the juvenile justice system in Korea. Rehabilitation of juvenile offenders, and reparation of the damage done, could be accomplished more effectively through early restorative interventions, especially as far as juveniles who have committed minor offences are concerned. It is much more desirable to refer them to the diversion programs at the early stage, as opposed to punishing them. Considering that the police officer has first contact with the majority of juvenile offenders, it is crucial to intervene with juveniles at the police stage. To activate these restorative interventions, the granting of police authority is needed to determine the outcome of minor offences, and to also develop programs appropriate for rehabilitating juvenile offenders. Lastly, granting police authority would assist with repairing the injuries sustained by victims and affected communities.
