It has been 10 years after being introduced "EPS-Employment Permit System"
as a policy of migrant workers for low skilled and simple labour in Korean society. Korean government publicizes the advancement of EPS, but civil society organizations require change in policy against the system.Therefore, this paper will compare some part of policy of EPS with Capital by Marx, and show the state power permits capital accumulation of our society legitimately through EPS.
Especially, through migrant labours and subcontracted small and medium sized business, the more Korean economy develops, the more Korean labour market standardizes downward with low wage, dangerous working room, etc.
On the other hand, the accumulated capital in this way will belong to large company and high ranked class. This suggests that we need to take a broad view on the problems of mobile labours not only theirs but also irrational capital accumulation and labour of migrants in globalization age.
