Hojo(護照) in late 19<SUP>th</SUP> century of Korea was the pass certificate for foreigners like visa of today. Jipjo(執照) originally meant certificateo r license in Chinese, and the word of Hojo is supposed to have been made by adding ‘Ho(護)’ meaning ‘guarding’ to Jipjo. Therefore Jipjo had wider meaning. While Hojo meant certificate issued to foreigners, Jipjo had meaning similar to Hojo in the early stage of introducing to Korea, turning into that for passport of today as Koreans visiting foreign countries increased. But it continued to be used as certificate or license in a broad sense.
Hojo was the pass certificate accompanying security for people in special types of occupation like diplomats, public officials and missionaries during early 1880s, and the name of certificate for ordinary foreigners like mecrhants was Jipjo. Hojo began to be issued to ordinary foreigners in 1884, when Korea and China signed the treaty for opening markets in the border cities[Hoeryoung(會寧) and Hunchun(琿春)], which defined Hojo as the certificate for merchants first. After this, though Hojo for special people still existed, another Hojo became gradually issued to ordinary merchants, tightening up the function of identification instead of guarding. Consequently Hojo got somewhat similar meaning tov isa of today.
Foreign legations got Hojo forms from the Foreign Office of Chosun and returned them after filling in them. Then the Foreign Office sealed them. Sometimes passport and Hojo were called Hojo locked together, because every foreigners should have always kept both while staying in Korea.
