The National Competency Standard (NCS) per industrial sector has been developed by government-funded agencies and private associations under the leadership of Human Resources Development Service of Korea since 2002 and has been distributed to vocational training organizations and qualification certification bodies. NCS has been developed and supplemented to finalize the representative 887 skill types of Korean Standard Classification of Occupation (KSCO), systemizing the key development foundation of human resources meeting the practical job requirements. In other words, the government has systemized the development platform of human resources meeting the requirements of the industrial field. In other words, these construction sites would have weaker safety control and management scheme in general. Thus, it highlights the importance of safety supervisor’s role. This study is to find how to reduce safety-related incidents from construction sites by linking constructional jobs developed by NCS up to now and (industrial) constructional safety jobs. Industrial disaster statistics released by the Ministry of Employment and Labor in 2014 shows that 88% of constructional incidents occur from the site worth less than 12 billion KRW where no full-time safety supervisor required by the Law. The final goal of this study is to develop practical (industrial) safety training programs for NCS-based construction colleges, the center of overall reformation of industrial workforce supply system. In other words, this study developed and proposed practical (industrial) safety training program for a semester of NCS-based construction colleges. First, it tried to analyze previous studies, and found that there was no previous study related to the subject of this study. Thus, this study carefully selected experts group and adopted views and experiences of the experts as much as possible. It also focused on the development of ‘practical’ programs, surveyed experts in construction sites, analyzed the results with Expert Choice 2000, a solution based on AHP, and adopted the competency units and the competency unit elements from the analysis. As a result, it proposed the practical (industrial) safety training program for the 1st semester of construction colleges.
