Today, urban agriculture becomes a critical activity for city residents not only as an emerging niche industry but also as a new leisure activity. However, many city-dwellers do not and/or can not participate urban agriculture as a leisure activity in spite of its own merits. The self-administered questionnaire survey was applied to analyze constraints of urban agriculture participation. As a result, three factors were extracted. Primary constraints prevent people from participating urban agriculture as a leisure activity were categorized by ‘internal factor, structural factor and personal facto ’ and the first factor was revealed as the worst constraint. Hence, a positive publicity on the advantage of urban agriculture in the level of central or local governments and diverse NGOs will be a core solution to overcome these constraints. The second constraint is a structural factor as situational or instrumental agents which prohibit people from participating in urban agriculture. In this case, public sector plays an important role to cope with. As the last constraint for participating urban agriculture, communications among people who want to do and to teach are crucial. Accordingly, it is needed to develop community garden and engage in agriculture with an apartment complex or local community members together.
