This study aims to explore status and activities of Women NGO in Seoul and to suggest improvements of policy supports for the NGOs. To achieve the research purposes, this study explores Women NGOs registered in Ministry of Gender Equality and Family, and Seoul and analyzes government support policies in both central and local government. Secondly, it carries out survey targeting Women NGO activists in order to discover Women NGOs activities, their identities as Women NGO, difficulties for network building, and improvement requirements for Women NGOs’ sustainable development. Third, it suggest support policies such as improvements related acts and institutions, improvements for relationship between Seoul government and Women NGOs, and supports for network among Women NGOs.
The survey and FGI results show that there are differences of human and financial resources between the Women NGOs depending on organizational characteristics such as NGO activities and scope, time of their establishment. Startup NGOs, established since 2000 have less both human and financial resources than NGOs with long history. In terms of NGO budget, they tend to depend more on external support particularly governmental support. In regard to identity and predominant role of Women NGO, organizational purpose such as gender equality is more important than organizational membership. In addition, we find out that Women NGO activists recognize the importance of network among NGOs and need for collaboration with public bodies.
Based on the results, this study provide some policy suggestions. First of all, in terms of governmental NGO support, it suggests relaxation of registration requirements and improvement of gender sensitivity of Seoul NPO center. Secondly, it proposes some research projects and programs in order to explore women’s needs, women’s problem and gender issues of grass roots organization for foundation of NGO growth. Lastly, there are some supports for Women NGOs activity infrastructure such as shared space, public relations and consulting services.
