One-Child policy, which had been forcibly carried out by Chinese government for almost 30 years, since 1979, was abolished at 2015 for its various side effects, such as aging population, gender imbalance, increased social needs for elderly care and so on. The term ‘floating population’, which describes the group of urban residing peasants who, nonetheless, have rural family registers, has been regarded as the main issue of population control policy from the 1990s simultaneously with urbanization in China. However, such residential discrepancy is caused by the socialistic (urban-rural) segregation policy that has been institutionalized from the 1950s; therefore, focusing on the collision between the reproducing subjects that migrate freely from place to place and the socialistic household registration system, this thesis analyzes the reproduction of floating population as a matter of the system and its recurring side effect. Unlike the negative depictions by the 2000’s media, which described the floating population as the main culprits of excess birth rate, the threatening potential criminal groups, or the vagabonds in the major cities who would someday return to their own hometowns, the result of this analysis proves that they are not like the 1980’s wandering domestic migrant workers anymore; they are rather substantial urban migrants group whose average residence period is more than five years and also family migration rate is over 50 percents of its total population. Furthermore, unlike the media’s criticism against the floating population as the terribly prolific group of offenders, their accurate total fertility rate was 1.8, which is more than city but less than countryside. Nevertheless, the strategic advantage of using the term ‘floating population’ instead of ‘migrants’ to define them is that the name has special function for justification of the (urban-rural) segregational household registration system by concealing generation, gender, and class differences among the urban migrant workers and reinforcing the idea of perverted group of strangers that may revolt the urban order.
