This paper investigates the governance of Better Work Indonesia, a labor standards regime in the Indonesian apparel industry, comprised of diverse actors, including international organizations, the local government and its agency, an industry association, and trade unions. Although Indonesia is the first Asian country and the fifth country in the world to ratify all fundamental ILO Conventions, its track record in implementing labor standards at the factory level has been problematic. Better Work Indonesia aims to improve compliance with labor standards and promote the competitiveness of Indonesia s apparel industry.
What are the advantages and limitations of a labor standards regime promoted by an international organization such as the ILO? What was the ILO s role in coordinating the multi and overlapping governance of multinational firms, an industry association, trade unions, and consumers? Finally, what implications do these labor standard regimes have for the study of international relations?
