The Busan Metropolitan City now experiencing the climate change, particularly since the initiation of the system to issue warnings on the heat waves in summer time, the warning issued in July and August in 2012 lasted for 14 days and two heat exhausted patients died. In this study, the surrogate variables associated with the scorching heat wave were screened through previous studies and variables reflecting the regional characteristics of Busan City most accordantly were selected. The factors such as the exposure to climate, sensitivity, and adaptation were demarcated as indicators of vulnerability and the surrogate variables selected for respective factors were normalized by employing the Dimension Index method. And the normalized variables were multiplied by respective weights to calculate indices of each factor and the calculated values were substituted into the calculation formula(proposed in the IPCC) to produce the vulnerability indicators. Results of the vulnerability assessment should not be employed to lay the ground to build up any policy or plan because it would only be an estimation of the ‘degree’ of impacts of climate change. Therefore it should only be employed as a reference in preparing certain plan or policy, and the actual plan or policy should be based upon the ground reflecting the opinions of public, regional specialists, and residents.
