In the past, supporting policies to foreign residents have been focused only on adaptation and settlement in the Korean society. However, fundamental policy changes are required to unify them as a member of society and make them involve in the social activity with the advent of the real multi-cultural society. This study is aimed at suggesting the methods to guarantee and vitalize the participation of foreign residents in the municipal government for them to settle down in the local community as a member based on the survey of the recognition of foreign residents in Jinju city.
The findings of this study are as follows. First of all, it is necessary to make changes in perception of multiple cultures by education and promotion, to expand practical opportunities to participate in the municipal government, to reform and modify various laws and systems, and to supply infrastructure in order to vitalize the participation of foreign residents. Next, five policy proposals are suggested to implement the methods mentioned above; connecting departmental supporting projects by governance system, devising practical participatory methods in the municipal government that let foreign residents participate directly and indirectly, creating an atmosphere of multi-cultural symbiotic society that ‘foreign residents are also our neighbors’, raising the participants’ awareness about supporting projects by promotion, continuous explanation, and so on, and developing the ‘touching administration’ to make foreign residents felt the solicitude of Jinju municipal authorities and residents.
