This article examines the characteristics of the Roh administration’s PR(public relations) in terms of its intentions, media selection and operational methods. This article also analyzes whether public opinion is reflected in the Roh administration’s policies. Studies of government PR have focused on the role of mass media between government and citizens. In this article, we consider the possibility that government serves as an information provider. With the Roh administration as a case, we show that government can directly communicate with citizens without the mediating role of mass media.
Analyzing the Blue House"s press briefings, we showed that the Roh administration confronted the negative media reports in a majority of issues and asked the news agencies to rectify the reports. In addition, the Roh administration actively used policy portal sites, including state affairs briefing, Policy Customer Relations Management (PCRM) and national policy channel KTV to deliver information directly to citizens. The relationship between the Roh administration and citizens was recursive: the Roh administration polled the public and reflected the results in its policy, and then let citizens know the policy outcomes.

본 연구에서는 노무현 정부 시기 정부 PR의 성격을 살펴보고 정부의 의도와 매체 선택과 운영 방식을 설명하며 PR의 목표 대상인 공중의 의견을 수렴해서 이를 국정운영에 반영하는지의 여부를 분석하고자 하였다. 본 연구에서 다루고자 하는 정부 PR은 정부를 주체로 한 공중 관계 관리(public relation management)이다. 지금까지의 정부 PR 관련 연구들은 정보원과 수용자 사이에 언론이 매개체로서 존재하는 전형적인 구조에 초점을 맞추어 왔다. 본 연구에서는 정부 자체의 정보 제공자로서의 역할을 강조하는 모델이 필요하다는 인식 하에 정부가 적극적인 정보 전달 역할을 수행할 때 정부의 입장이 매개체 없이도 국민에게 직접 전달되는 독특한 형태를 보일 수 있음을 보이고자 하였다. 노무현 정부가 발행한 퍼블리시티 중 청와대 브리핑을 살펴보았는데 정부가 언론사를 정부와 국민 사이에서 각각 쌍방향의 영향을 주고받는 가장 영향력 있는 행위자로 인식하면서 대다수의 발행호에서 정부에 부정적인 언론 보도에 대해 반박하고 비난하며 보도 정정을 적극적으로 청구하는 등 정부가 언론사와 대결 관계에 있음을 파악할 수 있었다. 정부의 메시지가 언론을 매개하여 송부될 때 미디어의 해석에 따라 변할 수 있다고 인지한 노무현 정부는 PR 관리의 주요 행위자인 언론을 우회하여 직접 국민에게 정보를 송신할 수 있는 수단을 활용하는 것에 집중하였다. 이를 통해 국민의 참여를 유도하고 국민의 의견에 대한 정부의 반응을 정부 브리핑을 통해 다시 홍보하면서 국민과의 직접 접촉으로 정부 PR의 목적을 달성하고자 했다. 그리고 국민의 의제를 정부가 수렴하여 반영한 뒤 그 점이 다시 국민에게 전달될 수 있도록 시도하였다. 정부가 시행한 여론조사 자료를 살펴본 결과 의제 중 절반가량이 국무회의에서 논의가 되었고, 여론조사가 시행된 이후 1년 이내에 국무회의에서 논의된 의제도 약 70% 비중에 달해 정부가 국민으로부터 수렴하고자 한 의제들이 정부 각부의 의제를 조정, 논의하는 과정에 나타나고 있음으로 해석하였다.
