This study intended to make a systematic and comprehensive evaluation of the Skills Competition for Persons with Disabilities to promote the improvement of the competition operating system. In each phase of the competition, the evaluation focused on the appropriateness and fairness in the planning phase, the efficiency in the execution phase, the effectiveness in the outcome phase, and the sustainability in the feedback phase.
The evaluation of the planning phase showed that the National Skills Competition for Persons with Disabilities had high relevance to the policy objectives, the instillation of the drive to improve skills in persons with disabilities and the improvement of the awareness of disabilities and also its performance indicator corresponded with the goal of the competition.
The evaluation efficiency in relation to the execution of the competition showed that the entire process of executing the competition was acceptable for it reviewed the problems found during the competition and reflected them in improving the competition in the following year.
The evaluation of the effectiveness of the competition showed statistically significant difference in the employment rate as well as the employment retention rate between the persons with disabilities who won a prize at the skills competition and those who registered to an ordinary job placement service.
The evaluation of the sustainability of the skills competition showed that it needs some improvements for some issues that were pointed out during the parliamentary inspection of the administration in 2012 have not been reflected in the current skills competition.
