Information and communication technology (ICT) industry is an absolutely essential factor of the economy. Promoting ICT and identifying the critical factors contributing to the growth of a nation. Numerous empirical papers have investigated that indicate a country’s success. However, researches to date have ignored developing countries. Regulatory framework in this paper is formed to explore the key determinants of the growth of ICT in Vietnam. A number of factors have been identified from reviewing of relevant literature for an analysis. Unlike previous studies of developed countries, investment promotion policy of the government and human resource is also predicted vital to success in the ICT industry. These factors suggest that there are differences in the factors affecting the growth of the ICT industry in developed countries and developing countries. This paper will study and determine some factors that doubting has effect to Vietnam’s ICT industry. The empirical data results suggest that FDI have not significantly aided the development of the high technology industry, but human resource development promote its ICT industry clearly. The results will help us to understand which force most impact the development of the ICT industry in Vietnam.
