This article deals with Siljikguk and its subjugation by Silla, as well as with the development of local ruling system.
Since Siljikguk(Samcheok) managed Siljikgokguk(Angang) trade zone, territorial disputes were inevitable. The dispulatble land Eumjeupbeolguk and Siljikguk were lost due to the decision of King Suro of Geumgwanguk. After Silla conquered Eumjeupbeolguk, Yeongil Bay was incorporated into Silla. In the face of threat and in order to put its lands into use Siljikguk surrendered to Silla. Silla accepted surrender of Siljikguk and withdrew the indirect ruling system.
Meanwhile, Goguryeo and Malgal frequently were invading Silla’s territory. Silla dispatched an army, built a castle, and attempted an introduction of a direct ruling system by appointing SeongjufCommander of Fortress) in the late 4th century.
However, after the expedition of King Gwanggaeto in 400, the area got under Goguryeo indirect ruling system. In the mid 5 th century Silla reclaimed the area of east coast and in the late 5th century the central government dispatched Dosa and Seongju to directly rule over it.
The ruling system of Silla faced huge changes especially in the beginning of the 6th century. Siljikju was built in 505 and Isabu was appointed as Gunju. Therefore, central parts of the eastern coast of the Korean Peninsula got completely under Silla’s rule.
