This is a ethnographic study to examine the process of practice of multiculturalism in Korean society through investigating how local government and NGOs compete each other in the Local political arenas about multiculturalism. Ansan is a city where migrants from 56 countries live together and many kinds of supporting systems for migrants exist. In this local setting, I examined the processes of Multiculturalism being practiced, conflicts between the subjects, and the way of competitions between them. For this purpose, firstly, I examined the structures and characters of the two subjects in that arena-local government and NGOs. The local governments support migrants in a much more similar ways as NGOs, even though they don`t ignore the framework of National Government. The NGOs are much more closely bound with Local Wongok-dong than other local areas, and they work on the bases of religion. These two subjects treat migrants as objects of welfare services in common. Secondly, I tried to examine the structure of political arenas that they construct and the discourses which circulate in that arenas. Most of the conflicts in the arena - mostly the local government organize - are seemed as the conflicts between the local government and NGOs. But every subjects try to make a distance from the conflict. In these settings, discourses compete and conflict for the purpose of taking `Justice` and `Reputation.` But the discourses of right of Migrants to live has disappeared in the area and Wongok-dong is transformed from a liberated area into a trap.
