Regional Central Library System was set up on 2007, and metropolitan council became a center showing the importance of Regional Central Library with the method of proceeding regional library policy by supporting and cooperating all the libraries in the region. Regional Central Library supports policy making for all kinds of libraries including public library, and helps for the mutual cooperation with other libraries. Like this, Regional Central Library is differentiated from general libraries by having function of Library policy support, support cooperation, document preservation and research study. 11 metropolitan councils out of 17 established or designated Regional Central Library and currently operates them. 7 out of those 11 libraries still use existing public library under very poor conditions including lack of a bookstack. To solve the problem of Regional Central Libraries in Korea, we conducted literature research with the preceding research data related to Regional Central Libraries statute and cooperation system. Through the current enforcement situation of Regional Central Libraries and drawing analysis, we checked the problems Regional Central Libraries in Korea face. Along with that, we selected Japan"s Regional Central Library as a case study, and conducted comparison analysis on Japan and Korea. This study lays emphasis on space organization for the better role and function of Regional Central Library.
