Currently, a number of local governments are focusing on developing variety of businesses utilizing its indigenous resources with efforts to benefit its local economy. At an attempt to aid such endeavors, this study is to propose plans to attract and host off-season training sport teams that will likely to bring growth in regional income level, enhancement of image for local community, and increased utilization of underused local sport facilities. First, remodeling and construction of training facilities that will satisfy the needs and preferences of offseason training teams and its decision makersshould be considered. Second, local government should establish cooperative partnership with sport organization bodies to make joint efforts to attract and host off-season training teams under the guidance of local elite athletic team director. Third, integrated support system designed to cater to the needs of customers should be developed. Such system will enhance the image of local community, and thus, increase the retention rate of customers that visit Kangwon-Do for a specific purpose of participating in off-season training as well as others that are not. Fourth, introduction of stove league utilizing visiting off-season training teams should be considered to promote local culture and tourism. Fifth, specialized educational programs should be developed for those that stay long-term in Kwangwon-Do area for the off-season training. Sixth, in order to maintain enduring relationship with the team directors of each sport, database should be built to collect and manage relevant data.
