This study was prepared to find developmental directions of youth activity fit to the new youth policy in which a youth could be considered as `an independent social component.` First of all, the concepts of youth activity to avoid conceptual confusions and misuses were clarified in the historical context. Secondly, the policies promoting youth activity in Korea was criticized to find errors and problems. Finally, an alternative proposal for youth activity of the 21 Century was suggested. As a result of this study, the term `youth activity` in Korea had been used ambiguously and vaguely without clear definitions, but since the Basic Youth Plans in Korea (BYPK) the concept were two folded: youth voluntary activity such as HR and extracurricular activity and youth camp. The former focused on youth`s volunteership, the latter `educational` from the adult`s intentional perspectives. The evolutionary processes of youth policy for youth activity traced in this study were as follows: 1) extracurricular activity within school curriculum, 2) YooShin Plan and Student Military Training System, 3) BYPK and youth camp. However, the critical analysis in this study revealed that the past policies on youth activity stressed `obligatory` participation of youth rather than `voluntary.` In conclusion, this study suggested youth clubs in cyber-space and intramural system in schools as an alterative proposal.
