Mass media can contribute to the activation of Sport-for-All, and it is proper for them to take such a role. They should enhance social concern about Sport-for-All through reports on the related oubjecte, and exert influences on policy decision process through the presentation of criticisms and alternative plans, which would, ultimately, result in the activation of Sport-for-All. It is, however hard to expect for mass media to meet these demands. This may be due to two major characteristics of mass media. One of them is the commercialism of mass media and the other is the basis fact that mass media deal with news on a daily basis. Considering the situation, it seems unreasonable to expect that mass media show concern and interest in Sport-for-All through voluntary self-decison process. Therefore, if we want mass media to take a certain role for the activation of Sport-for-All, it is necessary to make them be interested in it. In other words, it is more appropriate to find out ways to provide mass media with assignments dealing with the subject rather than waiting for them to do something for themselves. With respect to this, we need to examine the extent to which those who take charge in policy decision for Sport-for-All and organizations related to the promotion of it have made such an effort. After all, plans to utilize mass media for the promotion of Sport-for-All ought to be established. To do this, the strategy of publicity is in demand.
