The purpose of this article is to explain the process of policy change and to identify the factors of conflict resolution failure employing the ACF to the case of electricity transmission tower construction conflicts in Miryang.
This article has identified and explained the impact of the ACF components, and then suggest the content and limits of the resulting policy change. These components are relatively stable parameters, external system events, long-term coalition opportunity structures, and the policy subsystem composed of belief systems, resources, strategy and advocacy coalition.
Based on the analysis results, this article proposed the practical implication of public conflict resolutions. First, the policy-oriented learning and negotiated agreements have the practical significance of the four paths to policy change. Secondly, the followings are required for the substantial change in policy: timely involvement of authorized coalition representatives and ensuring preconditions for policy-oriented learning, objective expertise and the sufficient period of study and discussion of professional fora.
