International transboundary rivers may be a main cause of potential conflicts among riparian states. In Central America, Lempa is one of the international transboundary rivers, its watershed is shared by Guatemala, El Salvador, and Honduras. The Lempa River is a 422 km long river in Central America and continues its course for another 360km in El Salvador. The river"s watershed has an extension 18,100km², of which 9500㎢ (52%) is situated in El Salvador, 5,800km² in Honduras and 2,800km² in Guatemala. The low Lempa region is the natural flooding plain of the Lempa river, containing fundamentally alluvial materials. Hydropower dams are located on upstream of the Low Lempa. The high annual population increase rate has produced human settlements covering in tectonic and climate hazards prone areas. For these reasons, it is necessary to establish common watershed management strategies beyond border plan.
Transboundary river conflicts can be understood as unidirectional negative externality problems. In many cases these externalities are directed downstream, such as the negative downstream effects of upstream water abstraction, pollution, or overuse of land. The purpose of this paper, therefore, is to focus on international river watershed considering landuse, flood, electricity, and pollution in three countries and unidirectional negative externality problems. Also we suggest interconnected games, which has often been mentioned as one of strategies for overcoming international upstream-downstream or unidirectional externality problems. It is usually assumed that negotiators link different issue areas of international relations, such as pollution and trade issues.
In addition, the region of Trifinio plan covers an area of about 7,500km² on the border of Honduras, Guatemala, and El Salvador. It converges around the mountain mass known as the Montecristo Cloud Forest. The region is made up of forty-five municipalities. Its plan and national cooperation show us a good cooperation experience for Central America.
