The present paper deals with the reform of the Judicial Power under the Lula government during last eight years(2003-2010). Lula government made huge contribution to the reform of Judicial Power. The judicial reform was conducted by celebrating the First Republican Pact (I Pacto Republicano) in 2004 and the Second Republican Pact in 2009 among three Powers (President of Republic, President of the Federal Supreme Court and President of the Senate). Through the First Republican Pact the Constitutional Amendment no.45 which was submitted in the National Congress in 1992 was finally passed the Congress in 2004. The National Justice Council(CNJ) was created to head judicial reform and Binding Interpretation (Sumula Vinculante) and General Repercussion (Repercussao Geral) system were introduced into the Federal Supreme Court(STF) and Superior Court of Justice(STJ) to reduce the number of appeal cases and to increase efficiency. The main objectives of the First Republican Pact was to speed up the processing of cases reducing backlog of cases. The Second Republican Pact has purpose to increase the protection of human rights and the access of poor class to courts. Legislations related to criminal area have been shaping up and built more than 230 courts for small amount cases in whole country. In 2011 the proper Judicial Power declared its strong will to celebrate Third Republican Pact to finalize judicial reform with principal purpose to simplify court procedures, to increase the competence of second instance courts and court computerization. One very interesting point in judicial reform in Brazil is that court corruption has never been a main preoccupation differently from other latin american countries. Judges" relatively high remuneration and constitutional guarantee of their independence could be goods reasons to explain this unusual phenomenon. Continued market opening policy since 1990 and high scored economic development during Lula government were also good reason to explain the good result of judicial reform. As Brazil"s democracy is solid since its return from military regime in 1985, the future of judicial reform undertaken by the initiative of Judicial Power seems very hopeful.
